You may also want to sign this Parliamentary Petition. Offences against animals in the Criminal Code of Canada have not been substantively changed since 1892, aside from an increase in some penalties.

The couple seem to think collars are fine, so they might enjoy wearing this - inside out would be best and tethered to a tree.

:cry: awww....it's just so sicko......who could do that? Look at his sore neck....hopefully he will survive and find a loving forever family - poor Teddy didn't get that chance....
