2/3 ODs linked to jail

Interesting headline and article, but what does it really mean? Certainly there is a link between overdose deaths and jail. People who commit crimes go to jail. Addicts commit crimes pretty much daily to support their habits; ergo, addicts often end up in jail. Overdosing is [unfortunately] an ever increasing consequence of drug use. That being the reality, what message does this article in Castanet intend to convey?

It makes me think that most OD deaths are people who are in fact, not in jail.

So what does it mean?

Jails are drug sieves.
Inmates who od are saved and don't actually die.
Unlike the man or woman in the privacy of their own home.

Not sure of that point of the story.
Is it to say that 1/3 of OD deaths haven't made their way through the legal system, havent necessarily run out of resources, maybe some were still living at home ,working/school?

It's hard to believe that there might be a link between criminals and illegal drugs.
