CPI "enhancement" project

Apparently the Bank of Canada and Stats Can have been working for some 18 months on this project, and intend to rejig the "basket" contents, sampling freqency (down to every two years instead of every 4 years), and rejig the formulas behind it, Now apparently there is an indication that this rejig will result in the inflation rate calculations being expressed LOWER than the current formulas provide.

I expect that will have significant ramifications if true, among them lower wages, smaller wage increases, and confounded interest rates to the benefit of government and the business sector.

Have I got this right? Anyone got any detail?
