American agents to arrest Canadian Citizens on Canadian Soil

I read in the Globe and Mail that the new Omnibus Bill introduced by the Harper Conservatives includes a clause allowing American Agents to arrest Canadian Citizens on Canadian Soil. Does anyone know anything about this? What kind of situation could possibly justify allowing a foreign power to enter our country and arrest our own citizens?
