That is just unfair and moronic. Not only to abandon her with her child but to ticket her to boot!

I think there's a misquote in the article.. it says "she didn't want her change back"... it should read: "the driver couldn't give her change back"

So what is the problem with paying too much if you don't care if you get change?

I can bet $5 that the other side of the story is completely different. She looks like one of those women who go from normal to loud and obnoxious in 5 seconds. Big fuss over nothing, and a tear-jerking story to boot.
Sarcasm is like a good game of chess. Most people don't know how to play chess.

Re: $219 fine for not having proper change to board transit
The story says the fare was $3 and all she had was a $5 bill and told him she didn't want the change back. Then a supervisor came on board and gave her the ticket.
Tantost said she boarded a bus towards her home south of downtown and asked the driver for the fare. He told her that she had to pay $3, but she only had a $5 bill.
"I told him I had no change and I didn't want him to give me back my change," said Tantost, 24. "I had my baby in my arms, I told him that I had spent five hours in the hospital, that it was late."
She said the driver declined to give her a transfer ticket, and that a transit inspector then boarded the bus.
He wrote out a $219 ticket.

Re: $219 fine for not having proper change to board transit
I just watched the video interview, and the lady says she only had a $5 bill to pay for her bus ride, but the driver refused her to pay with a $5 bill, arguing he wanted the exact $3 fare. She told him, to keep the $5, that she didn't wanted the change back. Then at the same moment a controller boarded the bus and fined her for not having the exact change.
Today, a journalist tried to board a bus with a $5 bill, and was refused entrance as well. Here's the link:

Good news! The STM (Société des Transports de Mourial) decided to cancel the fine:
