I would tend to agree with the parents.
What the kids have been doing is completely inappropriate and not very nice, but not deserving of criminal charges.

"not very nice"? What they are doing is sharing illicit pictures of minors with others. I get that kids do dumb stuff...but examples need to be made to demonstrate that there are consequences for these ILLEGAL actions. Maybe, just maybe, it will deter some of the sexting that happens and everything that spirals out from it.
