sadly,, enough we are seeing just how right you are.. first we saw a spat in deaths due to heroin being cut with powdered methadone and now we are seeing deaths due to heroin cut with fentanyl.

Heroin addicts are not IMO "Mental Patients". They are people with a drug dependency that started from their lifestyle.

Would you believe that The Canadian Armed Forces consistently scores at or near the top in shooting competitions compared to other NATO countries? This seizure was another example of "if you want it done right call Canada".

Are you talking about addiction as a symptom or addiction as the problem or addictions having a genetic link? ALL such chemical dependencies, regardless of the stage they are at, are identified as having their origin in a persons lifestyle. Whether the addicted person has an independent Mental Health problem inherent in the persons lifestyle is IMO another matter entirely. Like depression or a bipolar condition leading to alcoholism or drug addiction.

You might have an idea for a good "never before dreamed up" Fictional Conspiracy there. Most people do not have the ability to even dream up stuff like that.
But since it was a Canadian Ship that seized the Heroin I think that the RCMP, CSIS, CMHC, RBC, CBDB, and the Canadian Operational Forces Federal Enrichment Enterprise (COFFEE) (if we had one) should be given the leading roles. Why should the Yankees get the credit when the Canadian Army and Navy (CAN) did all of the work? You can actually use COFFEE CAN as the code name for your Counter Conspiracy Rescue and Disclosure Operation. Solid 'proof' could be that Afghanistan and the Ocean exist in the real world.
Come to think of it the Canadian Peacekeepers forcing the poor Afghanistan Warlords to grow poppies and truck the Heroin down to the coast would be a good way to open your book. Then the Canadian Navy forcing other Afghan Warlords to endanger themselves by sailing the Heroin out onto the high seas so that the "Canadian Conspitators could get there hands on it (and get some use out of their Warship in the process) could compose part II of your Fictional Conspiracy Story. Throw in a couple of our 'crooked' submarines too to show that Canada has been involved in this Clandestine operation ever since they bought those "crooked" submarines from the British.
Just an idea of how you can turn your obvious Fantasies into Cold Hard Canadian cash ... .93 cents on the dollar worth as of this week.
