That's right. Nice eh, because of that the 1st Nations person doing exactly the same job is making 20-30% more (or whatever the tax rate is) and not paying taxes on a lot of other things as well (if any).
Take a guess why they don't want to sign any treaties now and probably never will. Too much of a good thing now! (That was suggested to me by a friend who is Native)
