Sure they can. They just have to boil it first. Coffee drinking has gone up 50021% in the past two days.

Boil advisory is far different than the title "without water"
I've lived in many areas that have had boil advisories over the years. Weather can affect water treatment systems in a harsh way just like they do to roads.
It is certainly an inconvenience but not a "without water" Hopefully it is fixed as fast as possible.

It's been cleared to drink, I don't think they've found the problem though

It could have been as simple as a contaminated sample.
