Steve's only in the House of Commons until the Mike Duffy trials and appeals are completed and signed off. As a sitting member of the House of Commons, Steve can't be compelled to testify. So he skulks into building each day, hides out in his office, puts in a token appearance in the House, and slips away early each day.
If he had resigned by now, he'd be dragged into court and put under oath. For a fundamentalist Christian like Steve, that much pressure with wrath of God facing him, he might actually tell the truth. And that might not be good for Steve.
