Where in the article does it say he intended to kill people?
And from the article ...
UPDATE at 7 p.m. ET: Despite numerous requests, the RCMP repeatedly declined to comment further. After this story was published, an RCMP spokeswoman called to inform Global News she had “just got information” they had found “no national security aspect.”

And a very good question - asked because I didn't see any mention of it in the article.

How do you know ? No mention of it in the story.
Is it because of the way the father is dressed ?
Why do you hate to say so ?

Peterborough, Ont., plane crash not a national security matter, RCMP say

Re: RCMP investigated Peterborough plane crash
The crash of a stolen small plane while trying to land on a road rather than hit buildings and kill people sounds to me like a small plane crash. I see nothing in the details to support anything untoward taking place or being planned.
If it is anything more than that the details certainly do not support it. The RCMP plays a role in dealing with the victims of. and investigating, many small plane crashes. RCMP resources are responsible to locate victims and bodies and any criminal offenses. The Coroner looks after retrieving the bodies and determining the cause of death if not already determined by the police.

In a Tomahawk? Setting one's goals quite low with that.

The Tomahawk is Piper's equivalent to Cessna's C152 and has been used intensely for training - the only real thing you have to watch out for is its stall characteristics, not a problem for a novice pilot but could be potentially fatal (which may have been the case here) for beginner pilots with little or obviously no instruction. I seriously doubt that this individual had the knowledge of any unique flying characteristics when choosing a plane to steal. He most likely grabbed the first plane he found that was unlocked and had the keys visible.
As for plane thefts - its more common than you think. This one was just a week before ...

A Honda Civic would do more damage than a PA-38.

But you inferred that because he was Muslim that he must have this urge to kill. Don't they all? And Trudeau has let them move in among us. Has Trudeau programmed them to selectively kill us all?
See how easy it is to just extrapolate the word Muslim into death for us all?

You mean the way Salem people thought about Quakers, the Spanish thought about Catholics, the British though about both Catholics, Protestants and Jacobites and the Canadian Natives thought about both the Catholics and Protestants ... 100 or more examples available. Muslim extremists are only the present world problem.
