within the context of this, and EVERY other discussion on this board regarding "emissions", I will assume (s)he means "greenhouse gas emissions", such as (but not limited to) CO2, Methane, Nitrous Oxide, etc...

Potential emissions from products are not always accurately predicted/measured. Carbon footprints of manufactured items will change over time with the development of new tech and transportation/logistics improvements

From what I've found carbon taxes are directed at the end users, those who actually create the emissions as opposed to those who create the potential for emissions such as fossil fuel producers.
