Holy smokes, so this guy was ordered out of the US but didn't show up on the day he was supposed to fly back to Somalia. He comes to Canada and is granted refugee status. Is there no communication between American and Canadian Immigration officials?

Appears San Diego wasn't concerned though I would have thought Canadian border officials would have been advised so it would seem the information wasn't available to them? Loopholes in both systems?
