Okay, so I see this letter on Castanet, and I cannot make sense of it. Is she being serious? Does she really think the Red River flows south? Or is she being satirical? Is she pro-Trump or anti-Trump? Or is she pretending to be anti-Trump to make anti-Trump people look stupid?

Forced??? Incorrect. The APEC meeting and other summits/meetings (G-summits, UN summits, NATO etc) are annual events attended by member countries.
