Okay, so I see this letter on Castanet, and I cannot make sense of it. Is she being serious? Does she really think the Red River flows south? Or is she being satirical? Is she pro-Trump or anti-Trump? Or is she pretending to be anti-Trump to make anti-Trump people look stupid?

Can someone give me an English translation for this letter?

Let us not forget that Trump has scared all non Caucasians into Canada because he does not like or trust them. The appeals with take years and trillions of Canadian dollars to deal with, money he will not speak about, because he won't pay for. Go Trump Go.

Forced??? Incorrect. The APEC meeting and other summits/meetings (G-summits, UN summits, NATO etc) are annual events attended by member countries. Trudeau (or another representative of Canada) would have attended whether Trump was there or not. Is she trying to make some kind of point or just horribly misinformed?
