Cultural appropriation vs. an old Human Rights case

I'm not going to say that "cultural appropriation" is a b.s. charge. But I seem to remember a Human Rights in Manitoba a number of years ago, maybe circa 2000, where a black individual won a human rights complaints against the federal government for not being hired to play the part of a white settler in one of the national historic parks in Manitoba. Does anyone remember that case, and possibly details?
