And now for something completely different...

The leader of Alberta's United Conservatives is promising a referendum on equalization if there's no major progress on market-opening pipelines.
Jason Kenney says if he becomes premier the matter would be put to voters on Oct. 18, 2021 — the same date as the next municipal elections in Alberta.

I assume this will be a two question referendum?

Are you against equalization payments and agree Alberta shouldn't be making them?
or,
Are you in favour of equalization payments and agree Alberta should continue not making them?

I'm not sure I get the point of the referendum, but it's Jason Kenney, so it probably just some populist bull durham he spit out without any forethought.

Populist baloney. While the formula could, and arguably should, be tweaked, Kenney himself was on the committee that came up with the current one.
