I would contend that some sort of cataclysmic event put an end to their operation. Perhaps a tidal wave/flood, or perhaps an invasion.

I suspect it was Union labor until contract negotiations came to a stand still and then the Gawds hired scab labor to do the completion and it all fell apart after that .
