My guess is another 15 to 20 years minimum before we have level 5 autonomous vehicles. An enormous amount of time consuming development and testing is still required. Unlikely to lower insurance rates either.

While 15-20 years will be enough time to have the technology all figured out, the infrastructure and liability aspects will need years more - add another 15-20 years minimum to get the majority human driven cars off the road.
