YES, I do have a great deal of experience with "care homes".
Apples and oranges.
Innocent elderly people being abused and mistreated is news. A gang member being beaten by a rival gang or someone "dropping the soap" in prison is not news.
The public wants to know about the first and is outraged when it happens. Nobody cares about what goes on inside a prison except for people who have loved ones inside and sometimes not even then.
