I think the real question is ... Who's dumber? The people who leave a loaded handgun in easy reach of a child? Or the people who keep advocating the necessity of carrying a concealed weapon?

To answer OP thread title question:
Pretty damn stupid, now the question is did they learn any lesson from this. Most likely not.

Yes, Americans have the right to bear arms. Does not mean they have to or should.

And more importantly did any other americans learn a lesson from this. There was a case not long ago in the US where a child too a loaded gun out of a woman's purse. Mom was shot in that case, a year ago a toddler shot himself. obviously it could happen again. Who cares?
