So what would happen if we apply the same principles to the homeless that we do to wildlife?
Sounds kind of darwinian and cruel, but natural selection can take care of the homeless problem on its own. Don’t feed the wildlife, don’t enable the homeless. Heartless perhaps, but pragmatic. Survival of the fittest.

If we are going down that route, for an ultimate Darwinian system, we should scrap law enforcement and other forms of social protection. Are you sure that you are up to protecting all of your stuff, all of your loved ones, etc. Social safety nets are just an extension of the philosophy which gives us other social protection schemes.
As for those who are tired of handouts, they can start by refusing them themselves and returning any benefits accrued. Since access to roads, law enforcement, education, etc. all can reasonably be framed as social handouts from the government, maybe those who are sick of handouts can avoid using them for a while and see if that't the kind of World they want to live in. Most people would do well to remember that the government spends more on most people than the government receives from them, such is the way in a progressive taxation system. And those who contribute the most would do well to remember that they are often the greatest ultimate beneficiaries of the social systems put in place by the government.

It's simple math really. The government spends on average $22,300 per person per year (42% of our GDP). That means that you have to contribute about $22,300 per year from the day you are born to the day you die. Since most people work about 50 years, but live about 80, that means that for their working years they have to contribute about $35,700 in all forms of taxes per year they work. Basically, if you are not doing so, you are almost certainly leeching off the system, accepting "handouts", hand over fist. Most workers are in this category, but they shouldn't feel bad about it.

The thing is, those who pay the most, who cover most people's shortfall, are actually the ones who benefit most from the system anyway. They may pay more than others, but the system rewards them by making it possible for them to make huge financial windfalls, because by paying into the system it is efficient at producing consumers who through their work and consumption enhance the wealth of the main contributors.

If we look at what countries do that have a low drug addiction rate, the main thing that stands out is that the issues surrounding the addiction are treated first. The person is placed in a safe home, given proper medical care, treated for mental illness and then the drug addiction (a symptom of lacking the above) is removed.
