What's wrong with a "mixed" fire protection system?
For example; a sprinkler system in stairways and hallways leading to exit points.
Halon for non-inhabited areas like garages, mechanical/electrical rooms (where water would not be good).
Exterior sprinklers for hedge/roof/neighbours' fires/forest fires, and Co2 for bedrooms/living rooms/kitchens?
Some of these systems could be manually controlled like for exterior and roof applications, they could be turned on as a prophylactic measure. I bet there can even be an app for that, once everyone was outside and safe.

The high rise building in London caught fire from the exterior cladding igniting from a fire in one single suite.
