In my opinion, the problem is the lack of societal policing. Self-policing, that is.
It used to be that things that were wrong - rowdy, drunken behaviour for example - was swiftly dealt with by both the authorities and society itself. It was not considered "okay" to do such a thing. In this increasingly permissive society though, the "rights" of the individual are held as paramount over the welfare of society in general. "You can't tell me to do that", "I can do anything I want to". Societies teeth have been pulled in the ability to police themselves, and as a result, many of these things have become sole purview of the authorities which are become less and less able to deal with policing the rules as well as societal mores.
