They SHOULD, realizing that adult customers will typically spend more per purchase/meal than those with kids.
Management doesn't get it that the adults that stop coming ( due to kids racket, running and whining) are also letting their friends know that it isn't the place to have a nice (quiet) meal.
The actual OWNER of the place might get it but the day to day "shift managers" probably don't bring the matter to the owner.

That's where the diner in question starts to get a rep as a place for "families" and the whining, running screamers keep on coming...and the adults stop coming in.
