Subsidies and rebates on rental housing.

I read with interest the complaints about rental housing "subsidies" and the outrage that taxpayers are "subsidizing" developers.
If I were to take $1,000,000 from you, and then, if you agree to include rental housing in your construction, offer to give you back $100,000. Is this a subsidy or a rebate? The developer is still paying $900,000 into the City coffers for what basically amounts to nothing but a tax.
When you look carefully at all the different levels of Government pillaging the real estate market, is it any surprise that housing has become so expensive. Between 30% to 35% of costs levied on new housing, have nothing to do with the actual cost of the new housing. GST, PST, DCC's, studies, reports, studies, inspections, levies, engineering, environmental. Then hook up fees for sewer, water, power, all the costs of installation of which was paid for by the developer, but need "hooking up" and turning on.
Now we have speculation and empty home taxes, which are nothing more than a theft of owners equity each year by a greedy and incompetent Government.
If Governments seriously wanted to reduce the cost of housing, then drop or reduce some of the taxes and duplication of work done by local Governments. (Why does the City need to hire expensive engineers to oversee the reports of other engineers. Are they not all governed by the same code?)
Lastly, can someone please explain to me when "affordable" housing and "new" housing became joined in the same sentence?

I own several rental houses and all I can say is it makes me want to throw up when I read about the need for more social housing, this are garbage people with no will to do anything because the government owes them everything. The vast majority do not have mental health problems unless you consider being a lazy sack of *bleep* a mental illness. They don't need pity or help they need a swift kick in the *bleep* and to be treated as the scum they are I've talked to many and have overwhelmingly heard the only thing that has ever made them quit was when they hit rock bottom. They need to be shown that what they are is.not acceptable.
