Starkes has quite a record going back to 1996 for fraud and other charges. He also has civil charges against him going back just as far.
Landlords have to do their due diligence when a prospective renter applies. If these previous landlords had done that they never would have rented to him.
I rent out a basement suite and once I've narrowed the list down to one or two persons, I do a credit check as well as checking for civil and criminal charges.
Even then I keep my fingers crossed.
