I don't exactly get why they say it is there either. I have no idea where it really is.

(someone would probably vandalize it if they knew it was a hydrometric monitoring station anyway)

When out on boat last week water temp registered between 78-80 degrees. It felt like it also. That was between Peachland and Rattlesnake island

That would be between Penticton & Naramata. Kelowna is at the 49.88th parallel. ;-)

Matai, 49° 53' 10'' N and 49.88°N are the same coordinate. Your number is in decimal format. To convert kgcayenne's number you simply divide 53 by 60 and 10 by 3600 (ie. 60*60), and then add them together. This gives you an approximate decimal equivalent of .88.
