Permits for Basement Finishing

I just purchased a house and I am finishing the basement. The framing was already completed and all the plumbing was roughed in. I got an electrical permit to finish the electrical but do I need a building and plumbing permit to finish it?

Yes and no.
Yes, you would likely be legally required by your approving authority (you didn't mention where you live) to get the permits.

No, you do not need the permits to finish it. Many people get no permits whatsoever, but it doesn't mean it's right.

Call your approving authority inspection department and ask exactly according to the work you are doing.
