There was a moratorium placed on all exterior stairs in Kelowna in 1987.

They are not for fitness they are in a public place, Bear Creek Park on west side of Westside Rd. Part of the trail.
I don't give a damn whether people/posters like me or dislike me, I'm not on earth to win any popularity contests.

The Rutland Stairs (I guess they don't have an official name) at Hollydell and Dell Rds are popular.
The Fintry Falls stairs are a bit of a drive out of Kelowna, but they offer a lovely hike and view of the falls, as well as a ^%$-ton of stairs.
Enjoy!

Missing Greenway has lots of stairs - the part that heads towards the Myra Canyon, not towards the lake.

Just go stand in an intersection downtown and take off all of your clothes, if you want a lot of stares.
Your bias suits you.

Already mentioned, but Bear Creek & Fintry Parks have lots of stairs. Last time I went to Fintry there was some folks jogging up & down them.

I once went into the best western and headed straight for the stairs. Acted like I knew where I was going and had purpose, and nobody asked a thing.
Once you're in the stairwell, so long as you don't create a disturbance, nobody knows you're in there.
I was not in good condition at the time. Thought I was just in my groove.
!0 trips up, then ten trips down followed by three days of agony.
Dumb, that was.
I think I'd do better at that now.
I'm a Stair Master now.
Would still do the Guerilla Stairwell Workout though, if the weather was foul.
Bear Creek is a great outdoor set of stairs, as is Fintry. All of the good stair locations are listed here already.
If you like a good uphill workout, there is a good hill up hwy 33 at Philpott Road.
It's part of the High Rim Trail.
Philpott is approx. 9Kms past the Eight Mile Hairpin Turn.
It's on the left. Right at the intersection is the trailhead, also to the left.
You start climbing immediately toward and on up Cardiac Hill as it is aptly named. Stay on the trail and eventually you get a view, but you're gonna work for it. The hill is a steep, long climb. Sure to get anyone's rate up.
I've often thought that hill would be a good race strip. It's narrow, so better suited for timed races. Run up to the finish line.
Might have to clear a spot for the medivac helicopter.
