Once again, these are allegations. Made by a person who received financial compensation for it. And received a visa to the United States. Sounds like he had a lot to gain from making these allegations.
It doesn't look good for Russians, but it doesn't look good for IOC either.

It doesn't look good for Russians, but it doesn't look good for IOC either.
You may want to check into everything IOC has reported on in their findings.

Not sure why sanctioning bodies even fight over this kind of stuff
Just run a "stock" class and an "open" or "modified" class
