Bridge traffic

Living on the Westside, through breakfast I have the Castanet bridge cams on to get an idea of expected travel time across the bridge.

I have noticed on numerous dates, a slow moving piece of equipment such as a backhoe or a wide load use the bridge during morning rush. Slowing traffic will build up across the bridge and bridge hill, to the point that many would guess there's been an accident. This plug of traffic can take quite some time to clear and the previous traffic flow resumes.
Would you agree that slow moving traffic should be restricted from using the bridge during volume hours?
Is this practiced on other arterial bridges in the province?
