Do not teach jaywalking pedestrians their behavior is acceptable.

Scare them with your vehicle. Steer for them. Lock up your brakes. Honk. Do not hesitate and slow down and "lead them" into walking out in front of you.

People in Montreal don't jaywalk. Figure out why.
