i believe anyone caught using their cell phone while driving, when they get caught you lose your drivers license for 3 months, and if you have an accident while using a cell while driving, 1 yr ban from driving, if you kill someone while on the cell driving, then you lose your license for life and get 15 yrs at least in prison.
