Yes, that's a pretty obvious connection ... freeways control access and allow for the fewest options for driver decisions ... anywhere you have more options for movement you're increasing the risk of accidents ...

But freeways have a specific purpose and can't just be applied to every avenue of movement ... and in urban environments the cost per kilometre goes up by 50-66% ... not a good use of my tax dollars as far as I'm concerned ...
