A right would be something that you have just because you are breathing and mostly human ... this would mean that many of the undead wouldn't qualify as drivers since they don't need to breathe and don't qualify as human anymore (i.e. zombie, vampire, drunk redneck etc) ...

Whereas a privilege is something that is awarded to you for passing qualification tests ... something earned

You don't need to have a piece of paper to have "right" whereas you need that piece of paper to show you have qualified for the "privilege"

His comment was a tangent to the initial post, but still relevant I believe

The option of combining the two came into effect 2013 I believe.

There was so much fraud related to Medical Services in BC that the Gov't had to find a way to track who was a resident and who was a fly-in, here to steal our Medical Services.
I would be interested to know how much fraud has been wiped out.

I still have one of my expired International Driving Permits, per the Convention on Road Traffic of 19 September 1949. It was good for 88 countries 'cept the issuing country, and no road test was required. Load the car on a freighter, buy insurance when you get there, and you're good to go. :biggrin:

Within a year i believe i renewed and was given the option to combine the cards, i declined and got 2 separate cards Medical and DL
