Here's my thought- why do they design all these stores with essentially arterial access on the same lane way as pedestrian access.

Someone needs to oversee these designs instead of what's cheapest for the developer or big box store.
Would so rather be over educated that a knuckle dragging Neanderthal bereft of critical thought and imagination. Although in the case of Neanderthals, that's quite the insult.

Might not be as life threatening as some think.
Might not be as safe as some think.
To me, it's a sign of selfishness and a disregard for others.
Blocking the easy flow of traffic along a store front is unnecessary and inconsiderate.
I may not be so inclined as to pop a finger, but I'm sure I'm going to say "Idiot" within the confines of my vehicle.
I like balance, generally.
Those that put themselves ahead of others in situations like this, tip that sense of balance.
It's an irritant. Not a huge one, but neither is a mosquito...yet if I hear one in my cabin or tent, I am on a mission to kill.
Speaking of balance, where's my shotgun. I hear a mosquito.

Section JJ should apply to marked or posted fire lanes.

If not, then section Z is pretty clear. Park in the parking bays. Simples.

Thank you for shedding light on the by laws - much appreciated.
Nobody wants to hear your opinion. They just want to hear their own opinion coming out of your mouth.
