This mornings traffic incident at Abbot

Anyone know what the heck went on here? It took me forever to get across the bridge and when i arrived at Abbot i see the white pick up truck sporting local winery logos and huge trailer attached to it up on the centre meridian having knocked out one of the lights. 2 hours later i head back to Westside and traffic is still backed way up to beyond Boucherie.
Castanet article says "single vehicle incident" So what the heck was going on to cause so much disruption, not to mention a replacement light. As usual i get zero information from the article itself.
