You missed the part about made the system worse.

Flexible numbers just do not work

Admin. just takes the easiest route.

Any substantiated proof of this, you know, things like test results, graduation rates, literacy etc? I'm not talking about anecdotal nonsense from the BCTF, but actual, verifiable results?

I believe that increasing desertion to the private system is proof that flexible numbers are causing serious problems
in the public system.
