VICTORIA — Opposition leader Adrian Dix doesn’t leave much doubt about where he stands on labour’s call for ending the secret ballot for workers who are voting on whether to join a union.
“What we’re talking about is card-check certification, which was the law in B.C. roughly from 1948 and on to the Social Credit era under Bill Bennett,” said Dix when asked recently if he could support legislation to repeal the secret ballot in union certifications.
With the card-check procedure, workers are asked by union organizers to sign a union card. If enough do so, certification is automatic, right?
“Absolutely,” replied Dix, during an interview with me on Voice of B.C. on Shaw TV.
“The Social Credit government, in the 1980s, got rid of that provision, which was a democratic provision. People sign cards, they’re reviewed by the labour board. The Social Credit Party got rid of it, then the NDP replaced it, then the Liberals got rid of it. That’s essentially been the history.”
Card-check certification is standard procedure elsewhere too. “In Canada, the federal government has it, which is the Stephen Harper federal government. The Conservative government in Newfoundland has brought it back in recent times. They’ve brought it to Newfoundland and Manitoba.”
The secret ballot allows a worker to express a preference without anyone, employer or the union, knowing how he or she voted. The card-check system would eliminate that protection, no?
“We’re looking at all of those changes,” replied Dix, not addressing the loss of privacy. “My position is that we’re reviewing that, and people will know before the election what we’ll do.”
But he went on to note how factors other than the secret ballot may be at play in a marked drop-off in union certifications.
“What’s changed in British Columbia — what’s different now than when the card-check was removed in the 1980s — is in that time, roughly 4,400 new union members (were added), on average, per year, in the 1980s,” he said.
“(At present) union sign-ups have been less than 50 per cent of that, so it’s actually significantly harder today for workers to join a union. What that tells you is it’s not just the issues around card-check; there may be other issues.”
Rewriting the Labour Code to make it easier for unions to organize is one of four priorities on the wish list of the B.C. Federation of Labour for an NDP government. Others call for improvements in benefits under workers’ compensation, a more union-friendly system of apprenticeship training, and toughened employment standards for the non-union workplace.
There's no cause for alarm in the NDP ranks. I have it on good authority that if the polls get too close, Adrian Dix will back date them to April '13.

I get a kick out of this comment. It's so assuming. "It's too hard to join a union now" Really? It couldn't perhaps be that many people in many positions have realized that a lot of unions don't provide anything other than another deduction on their paycheque? After all doesn't everyone everywhere desire to be in a union?

There are also jobs that already get all of those things without having a union. All they would gain is a deduction.

I make a hell of a lot more than the union boys, with a better pension and better benefits.

If unions were so good, their membership would not be falling faster than a hooker's panties in Joe Rich.

Can you imagine what you COULD have made if you were a good teacher Georeg, without the union holding you back? As it was, though, you stumbled along as a crappy teacher for 33 years and the union kept your sorry ass from getting fired.
Lucky for you, not so lucky for the thousands of SD 23 teachers that were all much, much better than you, but were pulled down in salary by your incompetence.
