I get a lot of deer on my street, and I do hear coyotes every night. That's about it.

Quite possible that it was indeed a wolf. Friend of a friend had a pack of 14 go by his deer hunting tree stand last year not far from there. Wolves are opportunists and will use the cover of darkness to slip into suburban areas to snatch away pets or livestock that offer an easy meal.
Also, with the deer and moose down low on winter range now, the wolves will follow their natural prey. The pics of the two moose in Glenrosa the other day are a favourite of hungry wolf packs.

Since when is it legal to hunt deer in residential areas inside city boundaries?

You hit them with your car, then tie them to the roof. Your not allowed to shoot them. If you could sneak up to one and slit its neck with your knife you are allowed to do that too, or even jab them with a spear. Just no shooting cause you might miss and hit a human baby in the side of the head.
I have only seen little birdies in the trees lately. nothing worthy of eating.
