“We developed and implemented a comprehensive and fully compliant asbestos management program and asbestos exposure control plan, we hired a well qualified safety management person, we trained employees on the hazards of asbestos.”

So where was the "well qualified safety management person" when all this was going on? It's generally considered prudent to assume that some form of asbestos contamination is present in any building built more than twenty years ago.

I don't see the wisdom in taking 600K of tax payers money from one government authority and giving it to another government
authority. makes no sense what so ever

There is no overall wisdom here, each fiefdom just looks after its own corner of the world.

The issue about safety is serious but the amount of the fine is ridiculous considering the employer in question is a cash strapped school district. This hurts children, its not like there is a business owner out there trying to cut corners on employee safety to line their own pockets.

I agree, someone in the school district really screwed up and potentially could have hurt someone.
However, fining the district punishes the students. There will be less textbooks, supplies, computer technology or larger class sizes to pay for this. It doesn't make any sense.

Here's one way that it might end:

Work Safe fines the school board.
The school board has to pay to fix up the building and remove the asbestos.
The building owner saves a pile of money. Somebody else has to fix his building. Whew!!
Late in the election campaign, Eric Foster announces that the fine has been partly rescinded.
There's a photo op with Eric and a large cardboard cheque.
Working for you.

Asbestos kills.
Estimated 189,000- 220,000 people in the USA from 1999 to 2013 died due to asbestos exposure.

This was the Districts 2nd fine for this in 2 years. I agree the amount is excessive and needs appeal, asbestos is dangerous stuff without a plan.
