How can we get the message out before it's dry?

Both my husband and I smoke. Three years ago my hubby threw a butt out the car window. I was horrified, turned the car around and stopped where he threw it, told him to get the f@&*k out and pick it up...needless to say he won't even flick an ash out the window anymore!

I argued in another thread that the $575 fine was adequate, but I'm beginning to change my mind. Maybe if it increased exponentially with each subsequent offence. We catch you once: $575, we catch you twice: $330k.
