The city is not the prime contractor on that job, the contractor on site is. They would of signed a document stating as much

That is certainly plausible, but the city is the owner and what I said applies to them as owner.

The city would only be responsible for utilities that they own (water, poop,storm) the rest of the utilities such as gas, hydro etc are owned by the the individual companies. It is possible to put the blame on the utility owners (city or otherwise) but generally that is an exercise in futility....
