Why looting during a hurricane is okay

so if thieves are stealing stuff during a hurricane, and you steal the thing first, you actually
took it from another thief, not from the original owner. So that makes it okay.

It's not nice, but it's okay.

Cuba was also hard hit by the hurricane. By recent accounts, the aftermath was civilized and about as organized as you can expect. Same weather event, different society, different people. I think the looters were quite aware that there was virtually no aid coming for days or weeks and it was going to be survival of the meanest in the meantime.
