Students today are coming from a way different place, some things are for the better some things are just sad.

It is unbelievable that kids are allowed to wear that junk before they are 19.

Everyone wants to be the sexy this or that, even 10 year olds? So sad. So completely and utterly sad. Unfortunately because parents brains have gone out the window and sexiness is everywhere, you are likely right, there just is no commonsense anymore for what is allowed to be worn to school. So the school has to shut it ALL down. No sense in truamatizing one kid and sending them home in a sexy costume when all the kids can be shut down all at once.

Ever see vintage halloween costumes on kids? Now those are scary.

Just to point out another view, why should learning be interrupted by all kinds of distracting costumes and their accompanying accessories? Many costumes aren't nearly as simple now as they used to be. They can be uncomfortable or awkward to contain while sitting at a school desk.
Or, for the last part of the day or earlier in the week, have a costume parade and all students that wish can put on non-traditional clothing/costume and meet in the gym for a giant show and tell. Those that do not celebrate Halloween can still dress up if they wish but the theme can be costumes and not Halloween.
Schools can have pajama days, wear you favourite colour day, hat day and so on for "fun" days. Kids can choose to participate or not.

How perfectly boring.
When Costumes became big business in the stead of a potato(burlap) sack,
old curtain, maybe an inner tube, or cardboard box.
To anything under the moon that money can buy to be purchased by
a society of parents with little ethics and questionable morals that are so
caught up in their own *bleep* to be bothered with raising their children
proper, leaving them to be raised by screens and strangers.

What would you expect ?

Cancelations of anything we used to deem as 'innocent' fun, because, well...
