No it isn't. It is just populist vote pandering that will have very negative consequences.

Well so far one man (as noted in the article) had a ticket withdrawn because his "pitbull" wasn't a pitbull. Go after all owners and make everyone responsible for their dogs.

Wrong. It doesn't work, is expensive and it's better to govern by science than emotion.

Cats are licenced in parts of Quebec too.

We'd do better to ban pitbull owners than the dogs themselves. But, since that's not likely to happen, we'll have to go with society's more palatable route of banning the dogs themselves.

Well that's pretty dumb. Lots of good people own pit bulls myself included.

I won't even get into the 1999 opinion piece written by an editor.

What is needed is stricter enforcement on owning dogs and putting the onus on owners - making them responsible.
Pitbulls are still in places that have banned them so tighten up the laws and go after first offenders of any dangerous dog.

Laval will also have more power when it comes to dangerous animals, meaning it can force owners to send them to treatment, seize a dangerous dog or order it to be euthanized.
It is to everyone's best interest to go this route instead of letting a dangerous animal back into its home for a 10 day quarantine with a paltry fine. Go after backyard breeders and puppy mills.
