Where in the article does it mention anything about drug addiction as any contributory factor?

The Assailant is believed to be a homeless man from the area.

No evidence of that at all -- only speculation at this point.

Perhaps assumptions like this one are part of the reason that this man has not been caught yet... Ever thought of that?

Regardless, the person is a violent criminal.
If he's an addict he can dry out in a jail cell.
