In my experience its more of total lack of knowledge about mental illness &/or willingness to even learn (until forced to). Which is a shame
Physical disabilities majority get because it more visual, mental illness is not as visual.

Downs kids must cover their eyes? Because that is one of the attributes that makes them different.
Cancer kids have to wear a scarf over their head? Because a bald girl is either a political statement or in chemo.
Stop children with a stutter from speaking?
Make a child that was disfigured by a house fire cover up?
Why is it always the parents that kick up such a fuss about what is right or wrong? How do the classmates feel about her scars?
These are all present and real life people in today's society. Just let the kids be kids.

Since no one has all the facts - it's not a matter of defending anything. The situation IS resolved as the child is not held to wearing long sleeves. This was a learning curve. Hurling insults brings those down to the same level as the perception some have of the school staff which is extremely unfortunate. That's got to be the worst kind of report card a teacher has to write. Imagine it's never been a walk in the park but being a school teacher these days sounds brutal. I give an enormous amount of credit to those who choose it as a profession and have what it takes because I wouldn't last a day.

You may have a point. It takes quite a bit of effort to hold onto antiquated ideals in the face of glaring opposition.
