Two by two by two they rise, lifted and put in place by a massive crane.

This is construction inspired by Duplo, precast concrete modules — with two jail cells per — laid out in neat rows and stacked into towers.

It's not quite prison-in-a-kit, but it's close: a “habitat” for human miscreants, some assembly required.

In a first for the province, if not the country, the new Toronto South Detention Centre in Mimico is being built almost entirely from prefabricated pieces, including hundreds of fully outfitted jail cells shipped by rail from Atlanta.

“You stack it up and the building's basically done,” says Alan Munn, senior partner with Zeidler Partnership Architects.

The units come complete with windows, doors, lights, wiring and fully plumbed toilets and sinks.

“These are facilities that get a lot of abuse, so they have to be extremely durable,” says Munn.

Prison building is, not surprisingly, a huge niche market in the United States, which is why Zeidler turned to South Carolina-based Tindall Corp., a private company that has done nearly 200 prefab prisons south of the border.

Tindall's standard module contains two jail cells, with each cell measuring 85 square feet and laid out as a mirror image of the adjacent one, although Zeidler has tweaked both the size and configuration to conform to provincial tastes and building codes.

Given the climate, for instance, the beds aren't stacked on an outside wall as they would be in a typical prefabricated cell.

When it's completed in the fall of 2012 as a replacement for the 19th-century Don Jail, the $600 million facility will boast three seven-storey towers and a total of 1,650 beds.

Also, in a sincerely scary way, those modular prisons remind me of a concentration camp.

True, but when you have to replace the rotting Don Jail there isn`t much choice. Too bad they didn`t contact any of the prefab manufacturers in Canada to see what they could come up with. First one that comes to mind is a company roughly 90 miles north of Toronto. They build prefab homes, chalets, garages, etc. for Canada and won a huge contract for Japan. Space in Japan is scarce so they worked with what the Japanese government wanted and needed to supply affordable housing and nailed the design.

The Rappahannock Regional Jail serves the adult corrections needs of the counties of Stafford, Spotsylvania, King George, and the City of Fredericksburg. As the oldest, largest, and most successful regional government agency in the Fredericksburg area, the Rappahannock Regional Jail is the crown jewel of regional cooperative efforts. Founded in 1968, it has for years provided for the public safety in a humane and cost effective manner.

In June of 2000, the jail moved into a new, 264,000 square foot, state-of-the-art corrections facility that is designed to meet the current and future corrections needs of this rapidly expanding area. Construction of this facility began in May of 1998 and the building was occupied, on schedule. The budget for construction and construction related costs was $53.9 million, but the actual costs came in at $51.4 million, saving local taxpayers $2.5 million. Operating and capital costs for the regional juvenile detention center have also been lowered, to the benefit of local taxpayers, through the efforts of the Rappahannock Regional Jail, which provides food, maintenance, grounds keeping, laundry and transportation services to that facility.

The jail employs over 250 persons, has an average daily inmate count in excess of 950, and an annual operating budget of $21 million. Its kitchen serves over 3150 meals daily. The jail further serves the local communities and public safety through its alternative to incarceration programs of community based probation, pre-trial supervision, Drug Court, home electronic incarceration, and work release. Approximately 1500 persons residing in the local community are under the supervision of these programs.

Other regional cooperative efforts occur under the auspices of the jail, such as the Regional Law Enforcement LAN, which enhances information sharing between local law enforcement agencies, and the Community Criminal Justice Board (CCJB). The CCJB seeks to enhance regional cooperation throughout the entire local criminal justice structure on a variety of law enforcement, judicial, corrections, and rehabilitative issues. Its membership includes, local judges, local sheriffs, members of the legal community, representatives of public education and the community services board. The Rappahannock Regional Jail has set the standard by which regional cooperation can be judged.

Prefab modular prison cells are already being made in Canada. Intelligent Engineering in Ottawa makes prefab cells, they are currently in use in Europe, we just need the Canadian market to catch up to what is being done elsewhere.

Private companies from outside the country are the way to go. That way, the auditor-general in Canada can't follow the paper trail outside the country. He only has authority to see the books, contracts, and invoices inside Canada. This is what happened with most of the Vancouver Olympic spending. All kinds of contracts given, without tender, to foreign companies who paid "fees" to unknown places offshore. All kinds of opportunity for corruption and kickbacks. It's the new Canadian way.
